Safelink Wireless, America’s largest government assisted free cell phone carrier, provides free government cell phones and free cell phone service to over four million customers in 31 states, the District of Columbia, and Puerto Rico and is expanding rapidly into new states.
The Safelink Wireless program is absolutely free. Customers do not pay application fees, activation fees, for the cost of their cell phones, or any ongoing monthly fees. When Safelink Wireless says free, they mean 100% absolutely free. The application process is simple, can be completed in as little as five minutes and there is no credit check required for service.
Successful applicants to Safelink Wireless’ Lifeline cell program receive a free cell phone and up to 250 free cell phone minutes every month for one year. After one year, Safelink Wireless customers are invited to re-certify their eligibility for the program and if re-certified receive an additional year of service.

Customers that require more than 250 free minutes a month can purchase optional top up cards to increase their monthly minutes from CVS, Dollar General, Family Dollar, Kmart, Radio Shack, Rite Aid stores, Target, Walgreens, Wal-Mart, and online from Safelink Wireless.

Qualifying For Service
Qualifying for Safelink Wireless service is simple. The Safelink Wireless application can be completed in as little as five to ten minutes. In most states, there are two ways you can qualify. The first method for qualifying for service is government assistance based eligibility and the second method is income based eligibility.
Government Assistance Based Eligibility
In all states where Safelink Wireless offers service, you can qualify for the program if you participate in a government assistance program. While the list of qualifying government assistance programs varies from state to state, you most likely qualify for Safelink Wireless service if you participate in Food Stamps, Medicaid, Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), Low Income Home Energy Assistance Program (LIHEAP), or the National Free School Lunch, Federal Housing/Section 8 Assistance.
In most states, if you qualify under government assistance based eligibility, you do not have to provide supporting documentation proving you participate in a qualifying assistance program. But you must swear under penalty of perjury that you do participate in a qualifying government assistance program. If you are caught lying on your application, you can face fines and even jail time.
The Federal Communications Commission has begun cracking down on Lifeline cell phone fraud and has contacted over 135,000 people have fraudulently acquired Lifeline phone service and cut off their service. It is not clear if the FCC plans to prosecute these people for fraud.
Income Based Eligibility Criteria
In some states, you can also qualify for Safelink Wireless under income based eligibility criteria. Under income based eligibility your total household income must be at or below 135% to 150% of the Federal Poverty Guidelines. If you total household income is under these figures, you most likely qualify for Safelink Wireless service.

Since states are free to change the income guidelines for Lifeline Assistance eligibility, we strongly recommend that you check your state’s specific income guidelines.
If you meet one of the two requirements above, you need only satisfy two more requirements to receive Safelink Wireless service. First, you cannot apply to the Safelink Wireless program from a post office box. Safelink Wireless will not mail your cell phone to a PO Box. Lastly, only one Lifeline phone is allowed per mailing address. If you or someone else at your mailing address already has a Lifeline cell phone from Safelink Wireless or another Lifeline cell phone carrier, or a Lifeline land line, you do not qualify for Safelink Wireless service. If you wish to qualify for Safelink Wireless service, you must first disconnect the existing Lifeline phone at your mailing address before you apply for Safelink Wireless service.
